SDC Presents: Charging Municipal Solid Waste: When and How?

About the Event

The HKSAR Government is formulating effective implementation plans and drafting enabling legislation to give effect to the charging mechanism for various types of municipal solid waste (MSW).Mr K S Wong, Secretary for the Environment is invited to introduce the framework and implementation arrangements of the forthcoming charging scheme. He will be joined by the following commentators, who will address the forum the best practices of business sector, and share their views on the proposed charging mechanism:

Given Hong Kong’s distinct characteristics of having a high population density in a dynamic building environment, it will be most challenging to put in place a full system for charging all MSW producers in one go. In order to drive behavioural changes of business and community sectors to tackle the waste problem, the charging mechanism must be broadly compatible with the collection and disposal systems, as well as other complementary measures.

The forum is organized by the Hong Kong General Chamber of Commerce, and co-organized by the American Chamber of Commerce in Hong Kong, Australian Chamber of Commerce in Hong Kong, British Chamber of Commerce in Hong Kong, Canadian Chamber of Commerce in Hong Kong, and Hong Kong Green Building Council.

Mr K S Wong
Secretary for the Environment

Mr KS Wong was born in 1963 and is an architect by profession. He has been promoting green building and building energy efficiency over the past years. He had served as the Vice Chairman of the Hong Kong Green Building Council and the Chairman of the Professional Green Building Council. He has contributed to the development of local green building standards and taken part in a number of green building projects.

Before joining the Government, he has contributed to the work of a number of Government advisory bodies. In particular, he had active involvement in the public engagement processes of the Council for Sustainable Development. He was the convener of the Support Group on Combating Climate Change: Energy Saving and Carbon Emission Reduction in Buildings. He was also a member of the Support Group on Building Design to Foster a Quality and Sustainable Built Environment.

Mr Wong graduated from the Department of Architecture of the University of Hong Kong. He received further education on green building from the University of British Columbia in Canada. He has been appointed as the Secretary for the Environment of the HKSAR Government and assumed the post on 1 July 2012.
