Mr. Paul D. O’Rourke former energy practice lead at Booz Allen & Hamilton, CRA International and Putnam Hayes and Bartlett, will share his experience of how the power industry has evolved and how the markets in the US continue to develop. Mr. O’Rourke will look at the issues in designing successful regulatory regimes, the challenges of meeting the expectations of different stakeholders and key considerations in planning for the future.

About the Event:

Electricity plays a key role in our lives, whether at home or in business. Hong Kong has one of the most reliable electricity systems in the world, with low tariffs by international comparison and improving environmental performance.

In Hong Kong the electricity sector is directly regulated by contracts between the Government and the power companies. Although this is similar to the general approach to regulation in the US, in recent years a number of states there have followed different regulatory models – with a wide variety of results.

What were the objectives of these regulatory models, how have these changes occurred, what are the outcomes and what challenges do different models present? Are there any insights for us as the Government here launches discussions on the future of the electricity sector in Hong Kong?

Paul O’Rourke has over 30 years international strategy consulting experience working for both private and public sector clients over a wide range of areas in the energy sector, especially electric power, renewables and energy efficiency.
He has also worked with major trade associations and research bodies such as Edison Electric Institute (EEI), Electric Power Research Institute (EPRI) and Gas Research Institute (GRI).

Paul has worked with, and advised, companies in North America, Europe, the Middle East, Africa and Asia Pacific. He has successfully built and led Energy Practices at Booz, Allen & Hamilton, at CRA International and at Putnam Hayes & Bartlett.
