FSC Presents: Demystifying LegCo: Everything you have wanted to know but were too afraid to ask!

During this Financial Services Committee event, Hong Kong Legislative Council (LegCo) Member Honourable Kenneth Leung from the Accountancy Functional Constituency will give a practical overview of the workings of LegCo. Many residents of Hong Kong are not familiar or do not understand how LegCo works despite years of living and working in Hong Kong.

About the Event:

During this Financial Services Committee event, the Honourable Kenneth Leung, Member of the Hong Kong Legislative Council (LegCo) and representative from the Accountancy Functional Constituency, will give a practical overview of the workings of LegCo. Many residents of Hong Kong are not familiar or do not understand how LegCo works despite years of living and working in Hong Kong.

Furthermore, he will explain the following points working as a Legislative Councillor, including:
  • The election process of the LegCo members;
  • The roles of the various functional constituencies and their responsibilities of representing their respective industries;
  • The roles of the several council meetings, committees and panels;
  • The process of turning bills into legislations which are proposed by the Government or the LegCo Members.

The Honourable Kenneth Leung is a member of the Hong Kong Legislative Council representing the Accountancy Functional Constituency since 2012. He heads the Asia Pacific Tax Practice of the law firm Clifford Chance in Hong Kong and was previously with the international tax group of PWC in London. He has been active in participating in public affairs since the 1990s promoting fair competition, the diversification of economy, responsible fiscal policy, human rights and democratic reforms.He is also a founding member and vice-chairman of the political think-tank, The Professional Commons.

Leung also plays a role in a number of industry and professional groups. He was vice-president of The Taxation Institute of Hong Kong in 2006 to 2009. He has been the vice-chairman of The Professional Commons since 2007. Since 2007, he continues to be a member of the Joint Liaison Committee on Taxation.

The Hon. Kenneth Leung holds a BSc in economics and a Master in Laws from the London School of Economics and Political Science as well as a professional diploma in Accountancy from the Hong Kong Polytechnic University. He holds the professional qualifications of FCPA, Chartered Accountant, UK Chartered Tax Adviser, and Hong Kong Certified Tax Adviser. He is a solicitor admitted in England and Wales and in Hong Kong and was named as one of the Global Top 250 tax advisers in the Tax Directors Handbook - one of only four Hong Kong advisers listed.
