Solid waste management is fundamental to the sustainable development of an international city. Based on the results of a previous Government consultation about 60% of the community supports the introduction of a quantity-based Municipal Solid Waste (MSW) charging scheme. The Council for Sustainable Development (SDC) is now conducting a second-stage public consultation to receive feedback from the community on the implementation details of a MSW charging scheme.
Unfortunately Hong Kong is facing an imminent waste management crisis. This seminar will not only discuss options of how to implement MSW charging, but will also review the history of Hong Kong’s waste management plans and the new Government "Blueprint for the Sustainable Use of Resources” issued in May 2013.
Our distinguished speakers will present key issues and considerations related to implementing MSW charging in Hong Kong, and provide us with the bigger picture of how to tackle Hong Kong’s looming waste management crisis.

Ir Kenny Wong is a Principal Consultant in Hong Kong Productivity Council and commissioned by the Council for Sustainable Development as the Programme Director of this Public Engagement Exercise. He has over 20 years of experience in environmental management, with expertise in waste management, energy and carbon, research and development of environmental and automotive technologies, design and implementation of cleaner production systems. Kenny has directly been responsible for managing large scale R&D and environmental management projects for the government and private sectors. Kenny is a Chartered Engineer, Chartered Environmentalist, Chartered Scientist, and member of several local and internationally renowned professional institutions.

Professional Engineer (Retired). He is a
member of the Institute of Engineers (Australia) and a fellow of the Institute
of Quarrying. His recent business
activities included building a cement plant in Guangdong Province and
developing a waste management business in Hong Kong.
