About the Event:

The Chamber of Commerce meeting will be an interactive exchange on the lessons learned from the almost $100 billion in infrastructure and P3s that have occurred in the last 6 years and are currently in the market place in Canada.  Ranging from public service assets – such as hospitals, courthouses, jails, schools, archives and public buildings – to transportation assets – such as highways, bridges, transit, airports and ports – to services, such as drivers’ examinations and IT systems, Canadian governments have been leaders in looking to the private sector to add value and innovation to the public sector.  With credibility derived from transparent procurement processes and a clear deal flow combined with the technical expertise of centralized procurement agencies, the Canada model is seen as a model for successful P3s around the world.  In Africa, Asia, South America and elsewhere, Canadian companies, equity investors and service providers can build on this success. 

As a former Chief of Staff to the Prime Minister of Canada, a leading practitioner in project finance and P3s and an adjunct Professor of P3 Law at the University of Toronto, Tim will discuss the criteria for a successful infrastructure program, the ingredients required to attract and keep investors and help identify the roadblocks to success.

Tim Murphy's practice focuses on transactions with a public component with a particular emphasis on public private partnerships. In a wide array of areas, including infrastructure, energy and public services, Tim brings extensive experience in the public sector and combines it with expertise in project finance and construction law. Formerly Chief of Staff to the Prime Minister of Canada, Tim provided strategic advice and direction to the Cabinet, the Prime Minister and to senior levels of the public service. His public sector experience also includes serving as Chief of Staff to the Finance Minister of Canada, as a Member of Provincial Parliament in Ontario and as a strategic advisor to governments at all levels.

As a lawyer, Tim has advised national and international clients in diverse areas including finance, construction law, infrastructure and renewable energy, government procurement and bid practices generally. Tim was selected as a 2013 Leading Lawyer in infrastructure by Lexpert and is ranked in Projects by Chambers Global and PLC Which Lawyer. Also, IFLR 1000 ranks Tim as a "Leading Lawyer" in Project Finance. Tim was also nominated by in-house counsel and his peers to appear in the 1st edition of the Guide to the World's Leading Banking Finance and Transactional Attorneys in the field of Project Finance. Tim is also the author/editor of "Construction law in Canada". Tim is currently teaching the Law and Policy of Public Private Partnerships at the University of Toronto Faculty of Law.
